I use a bucketfull of layers when making my page. It really helps me to make sense of the overall shapes of all characters. I do this until the coloring usually. Although sometimes the coloring is on a layer beneath, like the city background, in this case. I really admire artists who can draw layers and layers of characters on top of each other. This is still very challenging to me.
